In Santa Rosa, a man who impersonated a police officer sexually assaulted a woman and threatened her with deportation, and she was too afraid to report the incident to police. However, the woman was too afraid to contact authorities because the attacker had threatened to report her to ICE. After being encouraged by family, she reported the incident and the attacker is now in custody. At the federal level, immigration agents often cover their face and badges, refuse to identify themselves, and often do not have any kind of warrant. This makes it impossible to verify whether someone is actually a law enforcement agent. The Department of Homeland Security has justified this practice due to concerns about the safety of the agents. Many families whose loved ones have been arrested or kidnapped, for fear of being in danger themselves, do not report incidents of the kidnappings by masked men, which implies that many of these kidnappings by impersonators have likely already happened.
