When 29-year-old Frankie Pullian was killed in a hit-and-run crash, the responding officers thought something didn’t look quite right. So they carefully processed and documented the scene in spite of the medical examiner seeing this as an open and shut case. Then an insurance investigator started asking questions and the police hunch was proved correct.
